# Two Compliance Clocks Are Now Running: DPDP and RBI's 2026 Overhaul, Side by Side

Two unrelated regulatory overhauls are running in parallel in India right now: the phased rollout of the DPDP Rules 2025, and RBI's sweeping July 2026 [cybersecurity](https://quantarra.io/cyfun?hsLang=en) reset. They come from different regulators, cover different subject matter, and run on different clocks, but for one specific kind of company, they land on the same desk at the same time.

If you're a fintech, NBFC, or any RBI-regulated entity that also processes personal data (which is nearly all of them), here are both timelines side by side.

## **DPDP's clock**

| Nov 14, 2025 | DPDP Rules 2025 notified; Data Protection Board established |
| Nov 13, 2026 | Consent Manager registration opens |
| May 13, 2027 | Core obligations live: consent notices, data-processing restrictions, retention/erasure, breach notification, security safeguards |

Penalties for non-compliance run up to **₹2.5 billion (~US$28 million) per breach**. Significant Data Fiduciaries face an additional, ongoing obligation: an annual DPIA and audit, reported to the Data Protection Board.

## **RBI's clock**

RBI's clock didn't give anyone a runway. On **July 31, 2026**, it repealed roughly 627 legacy circulars, including the 2016 [Cyber Security Framework](https://quantarra.io/blog/cyfun-ai-and-government-why-cybersecurity-governance-is-entering-a-new-era?hsLang=en), and replaced them with seven entity-specific Directions, effective **immediately, with no transition period**.

Unlike DPDP's staged deadlines, RBI's Directions bring ongoing operational cadences that start now and repeat indefinitely:

- **Six-hour** incident reporting to the DAKSH platform
- **Semi-annual** vulnerability assessments, **annual** penetration testing for critical systems
- **Quarterly** closure reporting on VA/PT findings
- **Semi-annual** disaster-recovery drills

There's no single date to prepare for; it's a standing rhythm your compliance program now has to sustain.

## **Where the two overlap**

For a bank, NBFC, or fintech that's RBI-regulated *and* processes customers' personal data, which describes almost every regulated financial entity, these aren't two separate compliance projects. Several controls genuinely serve both:

- **Access logging and audit trails**: RBI's IS Audit function and DPDP's recordkeeping/breach-response obligations both depend on the same underlying evidence: who touched what data, when.
- **Incident response**: RBI's six-hour DAKSH window and DPDP's breach-notification requirements both demand a response process that's fast and well-documented, even though they report to different bodies.
- **Board-level governance**: RBI's IT Strategy Committee and DPDP's SDF-level accountability both push cyber and data-protection oversight up to the board rather than leaving it with a single team.
